Consideration was given to the draft minutes of the meeting held on 11th June 2013.

Consideration was given to the scope and project plan of the Review of North East Purchasing Organisation (NEPO).

The main issues/services that would be covered by the review included:

- Determination whether the procurement services delivered by NEPO would be better undertaken at a local, sub-regional or national level or via NEPO

- Identification of the implications of changing the current arrangements.

The Committee were presented with a summary of procurement expenditure and it was noted that the Efficiency, Improvement and Transformation Review of Procurement produced savings of over 600,000 which was 100,000 more than estimated at the time of the review.

Stockton's representative on the NEPO Joint Committee discussed their experience of NEPO, and the changes that had occurred since 2010.

The Committee requested the further information as follows:

- An analysis of the companies used to identify if there was a north/south divide with the North East.

- Information on which Authorities had opted out of construction and social care under NEPO.

It was observed that the independent review of NEPO and the services it provided would not be completed until October when the recommendations were expected to be presented at the Annual General Meeting. Therefore the Committee felt they would not be able to proceed with their Scrutiny Review until the release of the independent reviews recommendations.

The Scrutiny Officer would advise Members as soon as the recommendations were available.

Consideration was given to the project plan and it was noted that the timescale for the project plan could not be met due to the review being dependant on the recommendations of the independent review on NEPO. Therefore the review would resume in October.
