|a) Members concerned about the accuracy of articles in the Evening Gazette on Ward Priorities being accurate as the information is often out of date. Mick Williams explained that it appears ward information is sourced from the Police web site but not necessarily published immediately therefore may be out of date before it is published. Cleveland Police Media Services have highlighted this to the Evening Gazette and asked that Cleveland Police Media Services are contacted prior to publication so currency of information can be verified.|
(b) it was not cost effective to calculate the rate as it would be a manual trawl through the data. However, the current system for recording was due to change later in 2012/13 and the information could be analysed from then on and included within the Community Safety Plan.

CLG would be holding holding some roadshows with Partners to discuss ideas around 'Troubled Families' as funding would be awarded by Payment by Results. Further information would hopefully be released in February with regard to what measures would be used.

Discussion was held on Integrated Offender Management 2. It was reported that they were currently working with approximately 120 clients but this could be extended to around 250.
|Members were informed that the meeting originally organised for 18th September 2012 had been cancelled due to the Chair and Vice Chair being unable to attend and had been re-arranged for 25th September 2012 at 1.30pm.|

The performance measures were as follows:-
- Reduce repeat callers
- Reduce the perception that ASB is a serious problem
- Reduce ASB in the top five wards, Stockton Town Centre, Mandale and Victoria, Hardwick, Parkfield and Oxbridge, Newtown.
Discussion was held on the terminology for a 'repeat caller' which according to national guidance was someone that had called 5 times or more. Stephen Hume would collate the figures for repeat callers to the Anti Social Behaviour Team.
Discussion was held on the 'Community Trigger' and what effect this would have on ASB.
An event was being held by SBC Adult Services on 27th March with the ASB Team and Neighbourhood Police to raise awareness with people with learning disabilities.
|The Housing Options Service fulfils the Local Authority's statutory responsibilities in respect of homelessness and homelessness prevention by embracing the enhanced housing options approach to service delivery. |
It is a vital resource that is accessed by thousands of customers per year. It is well equipped to respond to customers who are homeless, threatened with homelessness or are potentially excluded from accessing their own accommodation.
In Stockton we have adopted a very proactive approach in our response to meeting the housing needs of offenders and this has led to the development of services somewhat unique to this Borough that demonstrate excellent partnership working.
Members held discussion on the report and were concerned about the impact of the changes to housing benefits. It was noted that there was a huge lack of social sector single person accommodation in the Borough.
|Members were provided with the recorded crime figures for April - January 2011/12 compared to the same period in 2010/11. A comparison of anti social behaviour incidents was not possible this financial year due to a change in recording practices as of 01/04/11.|
It was requested that further analysis of serious crime be presented at the next meeting.
|Members were provided with the Community Safety Plan Quarter 3 performance monitoring report.|
|Members were provided with the Quarter 3 performance monitoring report for the Youth Offending Service. It was noted that there had been an increase in first time entrants coming into the system at a serious level.|
|The fourth Partnership Strategic Assessment was presented to the Safer Stockton Partnership in December and an in-depth discussion took place between members to come up with some recommendations for the forthcoming year.|
The draft recommendations taken from the issues discussed within the three groups were provided for Members to consider.
Members were requested to review the recommendations and approve for inclusion in the publication of the full Partnership Strategic Assessment document, following which the recommendations would be amalgamated into the Community Safety Action Plan for 2012/13 for monitoring by the Partnership.
Members were also requested to confirm their approval to publish the Partnership Strategic Assessment to the public via the SSP website.
|Members were provided with a paper detailing the statistics taken from the latest domestic violence performance figures and where possible extrapolated to the end of the financial year. Costs were shown at the current level and do not reflect need or development.|
The purpose of this paper was to generate debate on which services should be prioritised with the funding that was available to provide domestic violence services for the borough. Once a decision had been made new arrangements would be agreed for the revised service.
It was noted that an SLA needed to be formalised with Harbour to ensure that the system was more robust.
Members were concerned about the low budget for DV considering it was a high risk area with a major impact on services. It was felt that a business case should be put together and further work on performance measures needed to take place. It was suggested that discussions with GP commissioning groups take place.
|In December 2011 the Riots, Communities and Victims Panel established by the Government published 5 Days in August' - an interim report on the 2011 English riots. The Panel was chaired by Darra Singh, Permanent Secretary at DWP, and former Chief Executive of Ealing Council and Luton Council and included Simon Marcus, founder of the Boxing Academy (nominated by David Cameron), Heather Rabbatts, former Chief Executive of Lambeth Council among other appointments (nominated by Nick Clegg) and Baroness Maeve Sherlock, former head of the Refugee Council and the National Council for One Parent Families (nominated by Ed Miliband).|
Members were provided with the 33 Recommendations from the report
One section of the report addressed the question Why didn't the riots happen everywhere?' Points of interest included:
(a) the concentration of riots in the 30% most deprived areas in the country
(b) the most lootable' shops not being located in other centres, because of nearby out-of-town shopping centres.
In other discussions, it had been noted that concentration of riots took place in major conurbations e.g. Greater London, Greater Manchester and the West Midlands, with particularly strong traditions of alienation between local people and the local police forces.
Further analysis was being carried out on the use of stop and search powers in Stockton.
|The publication of Healthy People, Healthy Lives: Our Vision for Public Health in England 2010' (Department of Health) proposed radical reform of the future delivery of public health in England. This white paper proposed new responsibilities for Local Government for improving health and Members were provided with a summary. |
|As previously reported to the Partnership, the JSNA process for 2012 was underway with a programme for completion by the end of March. |
The JSNA would range across 38 topics, and the five topics most directly related to the work of the Partnership were:
(c) Health of Offenders
(d) Domestic Violence
(e) Crime and ASB
Each of the 38 topic sections were structured around 10 standard questions, but there was considerable variation in length and detail, depending on the nature of the topic.
The current draft recommendations from each of the five topic leads had been extracted and were provided for information and any comments prior to formalisation and submission to the Health & Wellbeing Board. It should be noted that the recommendations for the Crime and ASB' topic were the recommendations arising from the Partnership Strategic Assessment, also discussed at item 13 of this agenda.
|Members were provided with the final copy of the formal response to the HO consultation on Public Order Powers, which was submitted online to the Home Office on the 13th January 2012.|
